CALL FOR EXPRESSION OF INTEREST TO UNDERTAKE THE END OF PROJECT EVALUATION

TERMS OF REFERENCE (ToR)
1.0 About Tanzania Human Rights Defenders Coalition (THRDC)

The Tanzania Human Rights Defenders Coalition (THRDC) is a non-governmental, non- partisan and human rights organization established by human rights focused organizations with the purpose to protect and promote the rights of human rights defenders in Tanzania. The Coalition strives to ensure better working environment and smooth operations of Tanzania’s HRDs. The Coalition has active members from both the Mainland and Zanzibar (214). All these members across the country are by default human rights defenders. THRDC has, through its members, a national representation. Also, through designated Zonal Coordinating Units (ZCUs) in eleven geographical zones, the Coalition, which strives to provide timely and effective protection, ensures that HRDs’ protection reach grassroots level.

2.0 Background

In the past two years, THRDC in collaboration with Protection International Africa and Defend Defenders has worked closely in protection of the rights of women human rights defenders within European Union funded project titled: ‘‘Improving collaboration among national Civil Society Organizations’ and National Authorities in order to foster their respective mandates”. This project funded by the European Union, the Coalition has conducted multiple interventions, which have had significant impacts to HRDs. These impacts need to be unpacked, revealed and communicated. Therefore, THRDC is looking for a competent consultant to undertake the evaluation of the project to unpack its achievements, challenges, and the lessons learnt to effectively communicate to the public and for the future programs’ development.

3.0 Objective and Scope of Work

The evaluation will assess the impact of the project in 2 years of its implementation. In particular, the evaluation will;

3.1 Assess the project interventions performance for the its 2 years of implementation
3.2 Unpack and document key project achievements for its 2 years of implementation
3.3 Extract the lessons learnt, document success stories and testimonies from the project’s interventions for the future developments
3.4Document challenges and recommend best strategies to be adopted to suit future development.

3.5 Asses the human rights based approach and gender inclusivity during the project implementation

4.0 Outputs/Expected Deliverables

4.1 Inception report: The Evaluator will prepare an inception report, detailing the evaluators understanding of the process and how the evaluation questions will be addressed including the evaluation plan.
4.2 Draft Evaluation report- The evaluator will prepare a draft evaluation report to be reviewed by the Secretariat and other stakeholders.
4.3 The final evaluation report accommodating recommendations from the Coalition’s secretariat and other stakeholders embodying the key success, lessons, challenges, gaps and the recommendation for future development.

5.0 Required Expertise and Qualification

The consultant should have the following qualifications and experience;

• A Postgraduate or other advanced university degree (at least M. Sc. or equivalent) in law or social sciences or any other relevant domain.

• At least 7 years of professional experience in conducting social science research

Demonstrated experience in monitoring and evaluation. Candidates who have worked with women human rights defenders may have an advantage over other applicants.

• Experience of working and collaborating with stakeholders including governments; civil society and communities;

  • Demonstrated ability of analytical and report drafting work;
  • Excellent written and verbal communication skills in English
  • Ability to establish and maintain good working relations with colleagues in multicultural environment;

• Fulfills all obligations to gender sensitivity.

6.0 Application Procedure

Qualified and interested candidates are hereby requested to apply (either as a team or individually). The application should contain the following:

  1. a)  A technical proposal with brief description of why the individual considers him/herself as the most suitable for the assignment, and a detailed clear methodology, on how they will approach and complete the assignment; and a duly signed Letter of Confirmation of Interest and Availability
  2. b)  Individual/ Firm Legal Operational Documents
  3. i. Company/ Individual profile

    ii. Copy of certified certificate of registration

    iii. Certified copy of business license

    iv. Certified copy of TIN certificate

    v. Copy of the original tax clearance certificate

    c) The technical proposal should also contain personal CVs, indicating education background/professional qualifications, all past experience, as well as the contact details (email and telephone number) of the candidate/s and at least three (3) professional references

    d) A Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
