CALL FOR PROPOSAL TO CONDUCT DIGITAL SECURITY CAPACITY AUDIT TO SELECTED THRDC MEMBERS IN MAINLAND AND ZANZIBAR

1.1 Introduction
The Tanzania Human Rights Defenders Coalition (THRDC) is a non-governmental, non-
partisan human rights organization registered under the Non-Governmental Organizations Act
of 2002 in Mainland and as society under the Societies Act of 1995 (Act No. 6) on part of
Zanzibar. THRDC is a Human Rights Defenders (HRDs) umbrella organization with a total of
269 member organizations from both Tanzania Mainland and Zanzibar. Its membership and
representation in terms of operations and thematic is spread through 11 designated zonal
coordinating units and 14 members thematic areas all over the United Republic of Tanzania
respectively. THRDC has two offices with its headquarters located in Mainland (Dar es
Salaam) and its branch in Zanzibar (Unguja).
The long-term goal of the Coalition is to see a free and secured environment for human rights
defenders in Tanzania, and to ensure HRDs in Tanzania carries out their essential work free
from harm and repression, in accordance with the UN Declaration on Human rights defenders
of 1998. The ultimate result of all these, as this coalition visualizes, is a contribution to the
creation of safer working environment for the HRDs. HRDs are organizations or individual
who work to protect and promote other rights including Journalists, Lawyers, Human Rights
Institutions etc.
1.2 About the assignment
Towards ensuring THRDC member organizations are effectively operating to fulfil its
mandates, the Coalition has been empowering its members on various organizational
management aspects including supporting the development of key operational documents/
manuals/ policies; strategic plans, project management documents to mention a few. Member
organizations works in various levels and capacities in ensuring human rights are respected
within the community. In doing so, members use different mechanisms, platforms, and devices
to ensure the human rights protection roles are effectively assumed. These includes digital
platforms, devices, and mechanisms such as computers, emails, social media, website among
others.
The survey conducted in 2023 by THRDC (ICT departments) revealed the increased use of
digital appliances and platforms for member organizations. This pose members at risks
associated with digital appliances and platform uses and compliances if critical measures and
interventions are not employed. A total of 31-member organization responded to the survey
from the following regions Arusha, Dar es Salaam, Kigoma, Tabora, Tanga, Lindi, Morogoro,
and Mwanza. Others are member from Njombe, North Pemba, Shinyanga, South Pemba,
Singida, and Urban West.
Having noticed the digital security management empowerment needs for THRDC’s members,
the Coalition has planned to undertake a holistic digital security capacity audit to 31 members,
provide technical support/advise, recommend for areas for improvement and develop the
capacity development plan (CDP) for the same. Therefore, THRDC is looking for a competent
consultancy firm/ consultant to undertake the digital security capacity audit to the selected
members in Tanzania Mainland and Zanzibar.
2.0 Assignment Objective and Deliverables.
2.1 Main Objective.
The main objective of this assignment is to conduct the holistic digital security capacity audit
to the selected THRDC members, accord technical support, recommend for areas of
improvement, and develop the capacity development plan (CDP) for the same.
Specific objectives.
i. To assess the current digital security capacity for the selected members (audit)
ii. To develop the capacity development plan as informed by the assessment.
iii. To recommend and provide technical support for the areas which require improvement.
2.2 Expected Deliverables
i. The digital security capacity audited report including issues assessed (per organization),
the assessment outcomes (findings), technical capacity accorded, and recommendations
for the areas of improvement.
ii. The comprehensive capacity development plan as informed by the assessment.
2.3 Assignment Duration
The assignment shall take one month after signing the agreement. The timing for data
collection needs to be settled by the evaluator in dialogue with the main HRDs to be
interviewed during the inception phase.
3.0 Application Modality
3.1 Interested consultants/firm must submit the following documents:
a) Technical and Financial Proposal
i. Signed Cover letter.
ii. Technical proposal (maximum of 10 pages), which should include the following:
(a) Proposed program and methodology to be used in carrying out the assignment.
(b) Understanding Assignment requirements
(c) Consultants experience in delivering a similar work.
iii. Financial proposal specifying the cost allocations (in TZS).
iv. Current CV, maximum of 5 pages (Relevant to the assignment)
v. Reference persons (with telephone numbers and e-email addresses) should be stated.
b) Individual/ Firm Legal Operational Documents
i. Company/ Individual profile
ii. Copy of certified certificate of registration
iii. Certified copy of business license
iv. Certified copy of TIN certificate
v. Copy of the original tax clearance certificate
