CALL FOR PROPOSAL TO UNDERTAKE THRDC’S GENDER AUDIT AND FACILITATE THE DEVELOPMENT GENDER MAINSTREAMING POLICY

1.1 Introduction

The Tanzania Human Rights Defenders Coalition (THRDC) is a non-governmental, non- partisan human rights organization registered under the Non-Governmental Organizations Act of 2002 in Mainland and as society under the Societies Act of 1995 (Act No. 6) on part of Zanzibar. THRDC is a Human Rights Defenders umbrella organization with a total of 250 member organizations from both Tanzania Mainland and Zanzibar. Its membership and representation in terms of operations and thematic is spread through 11 designated zonal coordinating units and 14 members thematic areas all over the United Republic of Tanzania respectively. THRDC has two offices with its headquarters located in Mainland (Dar es Salaam) and its branch in Zanzibar (Unguja).

The long-term goal of the Coalition is to see a free and secured environment for human rights defenders in Tanzania, and to ensure HRDs in Tanzania carries out their essential work free from harm and repression, in accordance with the UN Declaration on Human rights defenders of 1998. The ultimate result of all these, as this coalition visualizes, is a contribution to the creation of safer working environment for the HRDs. HRDs are organizations or individual who work to protect and promote other rights including Journalists, Lawyers, Human Rights Institutions etc.

1.2 About the Assignment

Toward struggles to realize its overall goal THRDC works with members/ Human Rights Defenders from 14 thematic areas including HRDs Defending Freedom of Expression, Rights in General, Rights of Pastoralist, and Rights of Women. Others includes HRDs Defending Minority Rights, Defending Natural Resources and Economic Rights, Social Rights and Accountability, Children Rights and Legal Aid Providers to mention a few. THRDC understands that while working with these groups, there are gender issues to be considered to ensure the effectiveness of its interventions at all levels and again trickling down the gender sensitivity perspectives to the same. Also, THRDC at its administrative level must invest on gender mainstreaming options to ensure a gender lensed direction in its daily operations.

Of recent, the issues of gender inclusivity in development programs have become a critical point of concern stemmed on the theory of “leaving no one behind” on issues concerning their rights, roles, power and needs. In a broad view gender inclusion is aimed at ensuring the attainment of gender equality in the development process by redressing the existing gender imbalances. It also provides for equal opportunities for women, men, and other special groups to actively participate and contribute to their fullest ability and equitably in the development programs.

Despite the raised concerns on gender consideration in development programs, there is still considerable uncertainty among key players in many organizations/partners as to what inclusion entails in operational terms. Under the current THRDCs strategic plan has planned to capitalize on gender mainstreaming and inclusivity to ensure it inculcate a gender transformative approach in its interventions.

In this regard, THRDC has planned to conduct an internal gender audit to unveil

Thereafter, THRDC will develop a gender policy as guideline that will provide a strategic direction for THRDC to be considered while addressing various gender/ special groups sensitive matters. The policy will also ensure that gender mainstreaming takes root across all Coalitions interventions to become a gender sensitive organization. Therefore, THRDC is looking for a competent consultancy firm/ consultant to undertake the gender audit for the Coalition operation and facilitate the

development of the gender policy.

2.0 Assignment Objective and Deliverables.

2.1 Main Objective.

The main objective of the assignment is to conduct the Coalition’s gender integration audit and facilitate the development of the gender mainstreaming policy.

Specific objectives.

  1. To conduct the THRDC’s gender integration audit (examining the collective THRDC’s capacity in both operational and governance from a gender perspective and identify strengths and weaknesses in promoting gender equality in its interventions)

  2. To facilitate the development of THRDC’s gender mainstreaming policy. 2.2 Expected Deliverables

  1. A comprehensive gender integration audit report and the implementation action plan (development action plan)

  2. THRDC’s Gender mainstreaming policy. 2.3 Methodology

The following methods shall be used.

  1. One to one interview

  2. Focused Group Discussion

  3. Desk/Literature Review

2.4 Assignment Duration

The assignment shall take one month after signing the agreement.
3.0 Application Modality
3.1 Interested consultants/firm must submit the following documents:

a) Technical and Financial Proposal

  2. Technical proposal (maximum of 10 pages), which should include the following:

    (a) Proposed program and methodology to be used in carrying out the assignment. (b) Understanding Assignment requirements
    (c) Consultants experience in delivering a similar work.

  3. Financial proposal specifying the cost allocations (in TZS).
