CALL FOR PROPOSAL TO FACILITATE THE DEVELOPMENT OF THRDC’S CHILD PROTECTION POLICY

1.1 Introduction

The Tanzania Human Rights Defenders Coalition (THRDC) is a non-governmental, non- partisan human rights organization registered under the Non-Governmental Organizations Act of 2002 in Mainland and as society under the Societies Act of 1995 (Act No. 6) on part of Zanzibar. THRDC is a Human Rights Defenders umbrella organization with a total of 250 member organizations from both Tanzania Mainland and Zanzibar. Its membership and representation in terms of operations and thematic is spread through 11 designated zonal coordinating units and 14 members thematic areas all over the United Republic of Tanzania respectively. THRDC has two offices with its headquarters located in Mainland (Dar es Salaam) and its branch in Zanzibar (Unguja).

The long-term goal of the Coalition is to see a free and secured environment for human rights defenders in Tanzania, and to ensure HRDs in Tanzania carries out their essential work free from harm and repression, in accordance with the UN Declaration on Human rights defenders of 1998. The ultimate result of all these, as this coalition visualizes, is a contribution to the creation of safer working environment for the HRDs. HRDs are organizations or individual who work to protect and promote other rights including Journalists, Lawyers, Human Rights Institutions etc. Among the HRDs/ members who work with the Coalitions are those who works on child rights promotion and protection.

1.2 About the assignment and the need

THRDC has been working/ engaging with HRDs who works on protecting and promoting child rights since its establishment at various levels and capacities. Also, at the same time THRDC staff are directly and indirectly engaging on interventions that comes across childrens involvement. Various legal and policy frameworks in Tanzania provide the guidelines on how children rights can be taken on board (child rights lens) at different occasions including during engaging them in development interventions. These regulatory frameworks ensure children are not exposed to any un-ethical practices including exploitations and harassment during their involvements in such interventions.

Understanding the risk associated with exposing children on unethical practices which will certainly ruin the organization reputation, THRDC has planned to develop a guideline to be used by the secretariat as a road map for any intervention that shall require children involvement. Also, the guideline shall be cascaded down to members of the Coalition to ensure that children are always protected from any adverse effects that may result from being involved (directly or indirectly) in their interventions.

Taking note of the need of having the guideline to regulate the same, THRDC is looking for a competent consultancy firm/ consultant to facilitate the development of the Child Protection Policy that will be used by THRDC and its members to safeguard children rights when involving them in different interventions.

2.0 Assignment Objective and Deliverables. 2.1 Main Objective.

The main objective of the assignment is to facilitate the development of THRDC’s Child Protection Policy.

2.2 Specific objectives.

i. To assess the staff understanding on the child rights protection and promotion

ii. To review the existing THRDCs operational manuals and policies to explore how child rights protection has been reflected.

iii. To support the development THRDC’s Child Protection Policy

2.3 Required Deliverable

The consultant is required to submit the Child Protection Policy as a guideline to safeguard children’s rights.

3.0 Methodology

The development process shall involve various methodologies such as staff interviews, literature review including the existing operational manuals and policies.

3.1 Assignment Duration

The assignment shall take two (2) weeks after signing the agreement.

4.0 Application Modality

4.1 Interested consultants/firm must submit the following documents:

a) Technical and Financial Proposal

i. Signed Cover letter.
ii. Technical proposal (maximum of 5 pages), which should include the following:

(a) Proposed program and methodology to be used in carrying out the assignment.

(b) Consultants experience in delivering similar work.

iii. Financial proposal specifying the cost allocations (in TZS).
iv. Current CV, maximum of 5 pages (Relevant to the assignment)
v. Reference persons (with telephone numbers and e-email addresses) should be stated.

ii. Copy of certified certificate of registration

iii. Certified copy of business license
iv. Certified copy of TIN certificate
v. Copy of the original tax clearance certificate
