1.0 Introduction

Tanzania Human Rights Defenders Coalition (THRDC) is a non-governmental, non-partisan

human rights organization registered under the Non-Governmental Organizations Act of 2002 in Mainland and as society under the Societies Act of 1995 (Act No. 6) on part of Zanzibar.

THRDC is a Human Rights Defenders umbrella organization with a total of 269 member organizations from both Tanzania Mainland and Zanzibar. Its membership and representation in terms of operations and thematic is spread through 11 designated zonal coordinating units and 14 members thematic areas all over the United Republic of Tanzania respectively. THRDC has two offices with its headquarters located in Mainland (Dar es Salaam) and its branch in Zanzibar (Unguja). The long-term goal of the Coalition is to see a free and secured environment for human rights defenders in Tanzania, and to ensure HRDs in Tanzania carries out their essential work free from harm and repression, in accordance with the UN Declaration on Human rights defenders of 1998.

THRDC is currently implementing its five years strategic plan (2023-2027) which is focusing on addressing the barrier which contributes to the shrinking of the civic space in Tanzania. To

ensure its interventions are well monitored and impacts are well packed, THRDC requires a

robust system to serve the same. THRDC is planning to engage a consultant to develop a to

revise the existing monitoring and evaluation system and facilitate the development/ improvement to suit the current Coalition’s needs. The system will be one of the components

within the Coalition’s website.

1.1 About the Assignment

THRDC on its daily programs conducts various interventions aiming to secure HRDs working environment at various levels and capacities. Among others some key interventions include the empowerment programs, advocacy, and engagement work (locally, regionally, and internationally), and protection services provision to HRDs (medical, legal representation, evacuation, and relocation). THRDC has established various mechanisms and tools aiming to ensure there is effective procedures to monitor and document key results attained from its various interventions. On the other hand, THRDC requires a strong online based monitoring and evaluation system that will go together with the existing tools to ensure interventions are well tracked and results are documented to inform the impacts of the Coalitions interventions. The System will further articulate the linkages, reporting relationships, and indicators used to measure inputs, outputs, outcomes, and impact of the programs implemented by THRDC. The M&E System shall monitor the implementation and performance of the Annual plans and the3 Strategic Plan at large. Also, the system will comprise sections that provide an understanding on the collective responsibility of all stakeholders in M&E processes from THRDC team, Members organizations / HRDs and lastly public users. Understanding the needs of having the strong monitoring and evaluation system for the effective impacts’ extractions, THRDC is looking for a competent consultant with excellent knowledge on monitoring and evaluation to facilitate the development of system and empowerment the secretariat on the use of the same.

2.0 Objective of the Assignment

The overall objective of this assignment is to facilitate the development of the THRDC’s online M&E System which will guide the process of tracking progress made in THRDC’s interventions to enhance adaptation, up scaling, and informed decision-making.

2.1 Specific objectives

i. To review the existing THRDC’s program management systems/documents including LFM, data collection tools.

ii. To develop the new THRDC’s online (website- component) M&E system informed by the existing management documents.

iii. To orient staff and support the operationalization of the developed system for 3 months post assignment submission.

2.2 Intermediary outputs associated tasks and the outlook.

The M&E system should have the following components/ features:

i. Members’ management: This module will allow THRDC to add into the system profiles of all the member organizations. This will include their location, key persons, nature of services offered etc.

ii. Target settings: This module will allow THRDC on an annual basis to set and manage targets (expectations) vs actuals.

iii. Data management: This module will allow THRDC to enter data and manage it in the system.

iv. Data use and visualization: This module will comprise of tabular and graphical reports of interest to THRDC for tracking Key Performance Indicators (KPIs)

v. Users’ management: This module will ensure each user in the system has access to data and features based on user role, data access level and location/organization eligible to few data.

vi. M&E System Manual and Training: This will be done after the project completion before project Handover to THRDC.

vii. M&E System Maintenance: This will be conducted after the project handover and will last for a 3-month period.

2.3 Final Deliverables

i. A full developed and operational THRDC’s M&E system

ii. M&E system operation/ user manual

3. Assignment Duration

This assignment is expected to be accomplished within one month after signing the contract.

4.0 Application Modality

4.1 Interested consultants/firm must submit the following documents:

a) Technical and Financial Proposal

i. Signed Cover letter.

ii. Technical proposal (maximum of 10 pages), which should include the following:

(a) Proposed assignment methodology

(b) Understanding Assignment requirements

(c) Consultants experience in delivering a similar work.

iii. Financial proposal specifying the cost allocations (in TZS).

iv. Current CV, maximum of 5 pages (Relevant to the assignment)

The consultant shall specify the qualifications of each team member and attach their individual curriculum vitae (including name, address, education, professional experience). Reference persons (with telephone numbers and e-email addresses) should be stated.
